A Guide to the New Covid-19 Measures for Music and the Arts

Guidelines for arts events are divided into indoor and outdoor events; measures also cover cultural institutions, clubs, bars, cafes and nightclubs.

The Government has announced new measures to deal with the Covid-19 pandemic. 

The new system has five different levels, ranging from some restrictions to full lockdown. Each of the levels has implications for all aspects of society, from work to travel, and including arts events. 

Guidelines for arts events are divided into indoor and outdoor events. There are also measures for cultural institutions, clubs, bars, cafes and nightclubs. The country is currently at Level 2 of the restrictions.

Here is a short guide to the measures for arts and cultural events:

LEVEL 1
Indoor
• Maximum of 100 for most venues;
• Up to 200 for large venues;
• For very large event facilities, specific guidance will be developed.

Outdoor
• Maximum of 200 for most venues;
• Up to 500 for venues with 5,000 capacity;
• For very large event facilities, specific guidance will be developed.

Museums, galleries and other cultural attractions
Open with protective measures in place.

Bars, cafes and restaurants (including hotel restaurants and bars)
Open with protective measures in place.

Wet pubs
Open with protective measures in place.

Nightclubs, discos and casinos
Closed

LEVEL 2 – *Ireland is currently at this level of restriction (15 Sept)
Indoor
• Up to 50 in groups of 6 in most venues;
• Up to 100 in large venues with strict social distancing;
• For very large event facilities, specific guidance will be developed.

Outdoor
– Up to 100 for most venues;
– Up to 200 for stadia with 5,000 capacity;
– For very large event facilities, specific guidance will be developed.

Museums, galleries and other cultural attractions
Open with protective measures in place.

Bars, cafes and restaurants (including hotel restaurants and bars)
Open with protective measures in place.

Wet pubs
Open with robust protective measures in place.

Nightclubs, discos and casinos
Closed

LEVEL 3
Indoor
No events should take place. 

Outdoor
Up to 15 people allowed.

Museums, galleries and other cultural attractions
Closed

Bars, cafes and restaurants (including hotel restaurants and bars)
Additional restrictions for indoor dining. 

Wet pubs
Additional restrictions.

Nightclubs, discos and casinos
Closed

LEVEL 4
Indoor
No organised indoor gatherings should take place. 

Outdoor
Up to 15 people allowed.

Museums, galleries and other cultural attractions
Closed. 

Bars, cafes and restaurants (including hotel restaurants and bars)
Take away food or delivery. No indoor dining. Outdoor dining limited to a maximum of 15 people. 

Wet pubs
Outdoor seating only, limited to a maximum of 15 people. 

Nightclubs, discos and casinos
Closed

LEVEL 5
Indoor
No organised indoor gatherings should take place. 

Outdoor
No organised outdoor gatherings should take place.

Museums, galleries and other cultural attractions
Closed. 

Bars, cafes and restaurants (including hotel restaurants and bars)
Take away food or delivery only.

Take away or delivery only.

Nightclubs, discos, casinos
Closed
